2. Revision of State Action Plan on Climate Change(SAPCC).
First SAPCC of Bihar was drafted in 2015. India submitted its Intended Nationally
Determined Contribution (INDC) to United Nations Framework Convention on Climate
Change (UNFCCC) on October 2, 2015. After submission of INDC, the Government of
India directed all States to revise the SAPCC in accordance with the common framework.
Meanwhile, India at the 26th session of the Conference of the Parties (COP26) to
the UNFCCC held in Glasgow, United Kingdom, expressed to intensify its climate action
by presenting to the world five nectar elements (Panchamrit) of India’s climate
action. This update to India’s existing NDC translates the ‘Panchamrit’ announced
at COP 26 into enhanced climate targets. The update is also a step towards achieving
India’s long term goal of reaching net-zero by 2070. Therefore, Bihar is also revising
its SAPCC according to the common framework keeping the revised INDC and Sustainable
Development Goals (SDGs) in mind. For this activity, a number or organizations such
as Bihar Mausam Sewa Kendra, Central University of South Bihar, Water and Land Management
Institute, Development Management Institute etc. has been roped in for technical
support to make the SAPCC a very dynamic and flexible policy framework which will
follow a continuous interactive process to reflect the changes and developments
happening at the national, State and local levels.
